Identify the required disability document
NCSEAA’s documentation page specifies an Eligibility Determination issued within the previous three years by a North Carolina public school or a Department of Defense school in North Carolina. A 504 plan or doctor’s letter is not a substitute. Its program FAQ says an IEP itself is not required to apply.

Use the official submission route
The documentation page directs families to upload the Eligibility Determination in MyPortal within seven days after applying. It lists the required document fields and provides a sample. Check those instructions and your account tasks when applying; this guide is not a substitute for the program’s deadlines.
An allowable expense may not count toward academic spending
For 2026–27, NCSEAA requires at least $500 per student per school year in tuition and/or curriculum and tutoring in math, science, English/language arts or social studies to remain eligible and renew. Foreign language remains allowable but does not count toward that requirement. The rules also distinguish eligible art and music tutoring services from products, supplies and curricula, and exclude those tutoring services from the academic spending requirement.
Keep a purchase question record
Use this optional organizer before asking the administrator about an expense. It is an original planning aid, not an NCSEAA form or approval.
- Record the school year, item or service, provider and price.
- Identify the official expense category and any provider requirements.
- Ask separately whether the expense counts toward academic spending.
- Save the administrator’s answer, required documentation and unresolved questions.
Keep the learning plan alongside the funding record
A learning goal explains the educational purpose of a resource. It does not establish scholarship coverage. This page does not establish that Homeschool Momentum membership is approved for ESA+ payment or reimbursement.

Official checks before you act
Because homeschool law, special education services, and funding rules vary, verify requirements with your state education department, local district, official ESA or scholarship program, and qualified providers. Keep screenshots or PDFs of official guidance with your records.
