Before changing attendance
Confirm the state and local notice or withdrawal process and the effective date. Request access to the education record early. FERPA provides a federal access timeline of no more than 45 days, while a state may require faster access.

- Save the submitted notice or withdrawal record.
- Request the current IEP or 504 plan, evaluations, progress reports, course or grade records, attendance records, and representative work.
- Ask whom to contact about pending evaluations, services, equipment, or school-owned materials.
- Record the receiving homeschool or program’s actual start requirements.
Clarify evaluation and service status
Do not translate public-school services into a home schedule by assumption. Ask how the child’s new classification affects child find, reevaluation, any equitable-services process, and the return of school-provided equipment. Federal private-school provisions are relevant only when the child and setting fall within their scope.

Original planning tool: transition control sheet
Use five sections—administrative, records, learning, services, and re-entry. Add an owner, due date, evidence, and status to every item. The sheet coordinates tasks; it does not set a legally required timeline.
| Section | Example item | Completion evidence |
|---|---|---|
| Administrative | Verify notice and effective date | Official instruction plus submission record |
| Records | Request current education record | Request copy and files received |
| Learning | Choose the first accessible task and materials | Dated plan and later work note |
| Services | Ask who handles evaluation or service questions | Named contact and written answer |
| Re-entry | Ask what records would be reviewed later | Current receiving-school procedure |
Make the first plan small and observable
Choose a manageable set of activities, write the available supports, and record what happened. Do not promise that a fixed number of days will resolve stress, skill gaps, or disability-related needs. Bring persistent instructional, health, or safety concerns to the qualified professional responsible for that area.
Protect continuity and privacy
Keep full records in a private file. Use initials or a nickname on a portable planning copy. Share only relevant records with tutors or providers and confirm how they store, return, and dispose of copies.

Sources for this page
The record-access source supports the federal access timeline; the IDEA sources define only the covered federal private-school processes. The planning tool is original editorial material, not a validated assessment or official form. This revision remains pending educator review; verify individual recommendations and current state, district, program, and provider requirements before acting.

Official checks before you act
Because homeschool law, special education services, and funding rules vary, verify requirements with your state education department, local district, official ESA or scholarship program, and qualified providers. Keep screenshots or PDFs of official guidance with your records.
Frequently asked questions
How long should a transition period last?
The sources reviewed do not establish one required or effective period. Set review dates around the child’s actual plan, obligations, and professional guidance.
Should I keep the old IEP if services change?
Yes, preserve it as part of the education record and history, but do not label a parent-created home plan as a continuing public-school IEP.
Does requesting records complete withdrawal?
No. Record access and enrollment or withdrawal are separate processes. Follow the responsible state and local authority’s current instructions.
